Professor Ma Jun was born in Bijie, Guizhou Province in April 1969. He obtained his LL.B. in Public Administration from the Department of Political Science at Wuhan University in 1990; his M.L. from the Institute of Public Administration at Renmin University of China in 1995; and his Ph.D. in Public Administration from the School of Public Administration at the University of Nebraska at Omaha in 2002. He was a lecturer in the Department of Political Science and Public Administration at Sun Yat-sen University (SYSU) from 1995 to 1998; he became an Associate Professor at SYSU’s School of Government in 2002 and has since become a full Professor. He became a Distinguished Professor in the Chang Jiang Scholars Program in 2012. He received the Fudan Management Outstanding Contribution Award in 2014. His main research interests include public budgeting and financial management, public administration, state building, fiscal history, administrative history, and fiscal sociology. 

Professor Ma served as Head of Department of Public Administration, and Assistant Dean, Deputy Dean, and Dean of the School of Government at SYSU from 2004 to 2013. He has been Director of the Center for Chinese Public Administration Research at SYSU since 2006. He was appointed as Deputy Dean of the Graduate School at SYSU in February 2012 and he became Assistant President at SYSU in December 2013. In January 2014, he held the concurrent position of Director of Zhuhai Campus Administration at SYSU. He became a member of the Standing Committee of the SYSU Party Committee and Vice President of the University in December 2014. In April 2017, he was appointed as Deputy Secretary of SYSU Party Committee and Vice President of Sun Yat-sen University.
