Michael Sherwin Harris Browne negotiates a balanced love relationship for his constituents and his beloved Constituency of All Saints West, the Ministry of Education, Science & Technology, and his passion to contribute to the tangible socio-economic progress of fellow citizens.
Minister Browne is in a committed relationship with Education, Law, Rhetoric, and Politics & Public Policy and loves each equitably. Under that broad but integrated umbrella he wears several hats including Member of Parliament for All Saints West, Minister of Education, Science & Technology, Chair of the Advisory Board of the Anti-Money Laundering & Financial Crimes Institute (AMLFC Institute), and Chairman of the Inter-American Executive Committee on Education of the Organization of American States . . . to name a few.
Minister Browne is a former Board of Education, Pace University Honours and Dean’s scholarship recipient and two-time LASPAU Scholar and Fellow. He credits his tertiary academic scholarship to University of the West Indies at the Mona Campus, Pace University & Columbia University (respectively) in New York City, and Howard University in Washington, D.C. The publication dearest to his heart is his very first scholarly work, – Mobile Education in Sudan: Conduit to EFA of Optical Illusion?
The Minister is no stranger to education or education law. He began as a teacher in Antigua then migrated to the United States where he rose through the ranks as a literacy coach, data specialist, staff developer, assistant principal, principal, and administrator for English and Mathematics assessment for districts 13, 14 and 15 spanning Brooklyn and Queens, New York. His journey through education law includes special needs advocate in NYC and legal policy analyst in the Office of the General Council of Prince George’s County, Maryland. Along the way Minister Browne reminisces most on his time as a university lecturer and staff developer and his service on Pace University’s NCATE (The Standard of Excellence in Teacher Preparation) accreditation advisory board.
Minister Browne believes that the key to economic development and prosperity is training and educating people through unencumbered access to continuous retraining to keep abreast of shifting global trends and market forces. He believes that technical skills and training, and an affordable college education, should to be made available to everyone in Antigua & Barbuda. He believes that with the support of Government and private sector, fully accredited institutions within our shores could provide such training and education.
Browne understands that the benefits of training – and retraining – a dynamic workforce are key drivers for growing and diversifying an economy such as ours. He appreciates that Government ought to create a climate so that even working families, should they so choose, can invest in their own communities, and in the nation as a whole.
Minister Browne’s personal philosophy is “Everyone can learn in their own castle of their own skin”.
